The Issue

The NEET-UG 2024 medical entrance examination was compromised by a massive paper leak that affected approximately 24 lakh (2.4 million) students across India. Students in Bihar and other states received question papers hours before the exam through WhatsApp groups. 67 students scored a perfect 720/720 — an unprecedented statistical anomaly that pointed directly to cheating. The NTA (National Testing Agency) initially denied any wrongdoing, then the Supreme Court of India intervened. Protests erupted in Delhi, Patna, Mumbai, and across the country. Years of preparation by honest students were made worthless overnight.

Context & Background

This is not the first time India's examination system has been compromised. The NEET paper leak is part of a pattern of exam fraud — UP Police constable exam (2024), RRB NTPC (2021), SSC CGL multiple breaches. The NTA, which conducts NEET and other national exams, has been accused of poor security protocols and outsourcing sensitive tasks to private contractors. The Bihar Economic Offences Unit arrested several people including teachers and coaching centre owners. The Supreme Court ordered a CBI inquiry. The question being asked by millions of students: if cheating is this easy to organize, why hasn't the system been fixed?

Suggested Solution

Abolish NTA in its current form and create an independent, fully transparent exam body with public audit rights. Decentralize exam centers with mandatory CCTV and biometric entry. Multiple exam dates with different question sets — no single exam decides a career. Strict criminal penalties for paper leak organizers — minimum 10 years. Compensation or re-attempt guarantee for all legitimate candidates in any compromised exam. Parliamentary oversight committee for national examinations.
