Should India make mental health treatment free at all government hospitals?

The Question
India has one psychiatrist per 200,000 people, compared to the WHO recommendation of 1 per 10,000. The National Mental Health Survey found 10.6% of Indians suffer from mental health conditions, yet less than 30% ever seek treatment — largely due to stigma and cost. Government hospitals currently offer limited psychiatric services. Should mental health treatment — including therapy, counselling, and medication — be made free and universally available at all government hospitals?
